MINA, Saudi Arabia<\/strong> \u2014 Two giant waves of Muslim pilgrims collided at an intersection Thursday near a holy site in Saudi Arabia, and more than 700 people were crushed and trampled to death in the worst disaster at the hajj in a quarter-century.<\/p>\n

\u201cPeople were climbing over one another just to breathe,\u201d said Abdullah Lotfy of Egypt. \u201cIt was like a wave. You go forward and suddenly you go back.\u201d<\/p>\n

The hajj, which drew 2 million people from over 180 countries this year, is a huge logistical challenge for Saudi Arabia. The kingdom has spent billions of dollars to accommodate the growing number of pilgrims and maintain safety and security at Islam\u2019s holy cities of Mecca and Medina for the annual event.<\/p>\n

Saudi authorities began an investigation, said Interior Ministry spokesman Maj. Gen. Mansour al-Turki, adding that initial reports showed two crowds coming from opposing directions converged at an intersection in Mina, on the outskirts of Mecca, when the pushing and shoving started.<\/p>\n

\u201cUnfortunately, these incidents happen in a moment,\u201d al-Turki said at a news conference.<\/p>\n

But four survivors questioned how officials managing the flow of people could allow two big crowds going in different directions to intersect on two streets packed with pilgrims.<\/p>\n

\u201cWhat happened was more than they were ready for,\u201d Lotfy, 44, told The Associated Press.<\/p>\n

As of late Thursday, the Saudi civil defense directorate said the death toll was 719, but that probably would rise as bodies continued to be counted and sent to the morgue. At least 863 people were injured, the directorate said.<\/p>\n

An AP journalist saw bodies still lying on the ground more than 10 hours after the crush and ensuing stampede in Mina, a large valley containing 160,000 tents for accommodations about 3 miles from Mecca.<\/p>\n

One crowd had just finished a ritual in which pilgrims throw pebbles at three stone columns representing the devil when it ran into another wave of people heading to perform the rite.<\/p>\n

Sudanese pilgrim Mohammed Awad, 36, and his 56-year-old father were separated when people began pushing and shoving. Awad said he tried to get out of the crush of bodies for about 30 minutes and eventually climbed over a gate with others. It took him an hour before he could look for his father, who was under at least 10 bodies \u2014 but still alive.<\/p>\n

\u201cYou can\u2019t count how many bodies there were. They were stacked high,\u201d Awad said.<\/p>\n

Amateur video on social media showed scores of bodies \u2014 many still dressed in the simple terry cloth garments worn during hajj \u2014 lying amid crushed wheelchairs and water bottles on a sunbaked street.<\/p>\n

Helicopters circled Mina throughout the day, ferrying the injured to hospitals, while military police blocked the streets where the deaths took place.<\/p>\n

Saudi Arabia takes great pride in its role as the caretaker of Islam\u2019s holiest sites and host to millions of Muslims who must perform the hajj at least once in their lives. Signs posted around Mecca tell pilgrims that Saudi Arabia is honored to serve them, and the Saudi king takes the title of \u201cCustodian of the Two Holy Mosques\u201d in reference to the sites in Mecca and Medina.<\/p>\n

About 100,000 security forces were deployed to manage the crowds and provide security for this year\u2019s hajj, with 5,000 CCTV cameras throughout Mecca and Medina.<\/p>\n

Over the years, the Saudi government has expanded Mecca\u2019s Grand Mosque that houses Islam\u2019s most sacred site, the cube-shaped Kaaba. The government also uses sophisticated face-counting technology installed at a multistory structure in Mina known as the Jamarat Bridge, near where the tragedy occurred. The wide ramps and technology are designed to ease the pressure of the crowds and prevent pilgrims from being trampled.<\/p>\n

Unlike the wide ramps leading to Jamarat, the streets amid the tents in Mina are narrow. The street where the accident took place is about 12 meters (36 feet) wide, with tall gates to the left and right. Behind the gates are the tents of hajj tour groups, organized by nationality.<\/p>\n

King Salman expressed his condolences and pledged a speedy investigation. He said he gave instructions for a review of \u201call existing plans and arrangements … to improve the level of organization and management of the movement\u201d of the pilgrims.<\/p>\n

Saudi Arabia\u2019s regional rival Iran immediately blamed the kingdom for mismanagement in the disaster.<\/p>\n

At least 131 Iranians died, according to the official IRNA news agency, and Iran\u2019s Supreme Leader Ayatollah Khamenei said Saudi Arabia \u201cis obliged to admit its responsibility.\u201d<\/p>\n

It was the second major accident during this year\u2019s hajj season. On Sept. 11, a construction crane crashed down onto the Grand Mosque, killing 111 people and injuring more than 390. Authorities said high winds from a powerful storm caused the collapse and faulted the construction giant Saudi Binladin Group, which oversees construction at the mosque, for not following operating procedures.<\/p>\n

\u201cThe reputation of the kingdom is on the line,\u201d said Fawaz Gerges, a Middle East expert at the London School of Economics. \u201cThe fact is, despite everything Saudi Arabia has done, accidents and tragedies continue to happen.\u201d<\/p>\n

Sami Angawi, who founded the government\u2019s Hajj Research Center in the 1970s and has studied the logistics of the hajj, said it is not enough for Saudi ministers and their deputies to meet a few times a year to oversee the planning and coordination of various agencies for the hajj.<\/p>\n

\u201cIt is like a chain, and you don\u2019t know where the weak link will be,\u201d he said. \u201cEach part of the hajj affects the other. Preparation needs to be year-round.\u201d<\/p>\n

The tragedy came as Muslims around the world marked the start of the Eid al-Adha holiday, a traditionally festive time in which livestock is slaughtered and its meat distributed to the poor.<\/p>\n

The mood in Mina was somber, however, and many were stunned by the tragedy instead of jubilant at completing the pilgrimage.<\/p>\n

A visibly shaken Ismail Hamba, 58, of Nigeria, said he was on his way to cast stones when he suddenly became dizzy and fell down.<\/p>\n

\u201cBy the special grace of God … a young man rescued me,\u201d he said at a small clinic at the site of the accident, adding that he doesn\u2019t know how he survived.<\/p>\n

\u201cIt was terrible. It was really, really terrible,\u201d said Hamba, who was making his second hajj.<\/p>\n

Thursday\u2019s accident was the worst since a similar incident in 2006 near the same site when more than 360 pilgrims were killed in a stampede. Another stampede at Mina in 2004 killed 244 and left hundreds injured.<\/p>\n

The deadliest hajj-related tragedy was in 1990, when 1,426 pilgrims died in a stampede in an overcrowded pedestrian tunnel leading to holy sites in Mecca.<\/p>\n

The latest accident is certain to touch many different countries, and condolences poured in from around the world. U.S. National Security Council spokesman Ned Price said the U.S. joins in mourning for \u201cthe tragic loss of these faithful pilgrims,\u201d while U.N. Secretary-General Ban Ki-moon was \u201cdeeply saddened\u201d by the deaths, his spokesman said.<\/p>\n

In the Pakistani city of Lahore, Sajida Arif, said her father, Haji, was among the dead. \u201cBefore leaving for the hajj, he told me he had a wish to be buried in Mecca,\u201d she said.<\/p>\n
