Duncan is just beginning what will likely be a two-year process to update the department\u2019s master plan, which hasn\u2019t been updated in about 20 years, he told the Empire on Wednesday. <\/p>\n<p>Duncan has previously served as Eaglecrest Ski Area\u2019s general manager and as the city\u2019s director of Public Works. <\/p>\n<p>Today\u2019s luncheon will be at the Moose Lodge. Doors open at 11:30 a.m., and the event begins at noon.
