{"id":15247,"date":"2016-10-07T08:03:49","date_gmt":"2016-10-07T15:03:49","guid":{"rendered":"http:\/\/spijue.wpengine.com\/news\/letter-facts-and-figures\/"},"modified":"2016-10-07T08:03:49","modified_gmt":"2016-10-07T15:03:49","slug":"letter-facts-and-figures","status":"publish","type":"post","link":"https:\/\/www.juneauempire.com\/letters\/letter-facts-and-figures\/","title":{"rendered":"Letter: Facts and figures"},"content":{"rendered":"<p>In his <a href=\"http:\/\/juneauempire.com\/opinion\/2016-09-29\/my-turn-road-wont-be-juneau-burden\" target=\"_blank\">Sept. 29 My Turn<\/a>, Bruce Abel questions the assertion that the proposed Juneau Access Project (\u201cThe Road\u201d) would yield benefits worth only 28 cents for each dollar invested.<\/p>\n<p>\u201cWhere was this number ginned up?\u201d Ablel asks.<\/p>\n<p>The number comes from a 2014 study prepared for the Alaska Deptment of Transportation and Public Facilities by the McDowell Group. The study, \u201c<a href=\"http:\/\/dot.alaska.gov\/sereg\/projects\/juneau_access\/assets\/2014_DSEIS_appendices\/AppendixFF_User_Benefit_Analyses.pdf\" target=\"_blank\">User Benefit, Life-cycle Cost, and Total Project Life Cost Analyses<\/a>,\u201d is found in the department\u2019s Draft Supplemental Environmental Impact Statement, Appendix FF. The McDowell economists used the highway cost-benefit methodology developed by the American Association of State Highway and Transportation Officers.<\/p>\n<p>When choosing between alternative highway projects the standard is to dismiss projects with benefit-to-cost ratios less than 1: It doesn\u2019t make sense to invest in projects when the costs outweigh the benefits. According to the McDowell Group, the proposed Juneau road has a benefit-to-cost ratio of 0.28. From an economic standpoint the authors concludes that the road makes no sense:<\/p>\n<p>\u201cThe significant findings from this study are [that] none of the \u2018action\u2019 alternatives are worth more than they cost, considering all resources (State and federal) required to build and operate the project.
