The boy was not a district student at the time.<\/p>\n<p>Prosecutors say Fowlkes offered the victim $100 to help him move from his apartment and then forced him to have sex.<\/p>\n<p>Fowlkes is also charged with seven counts of sexual abuse of a minor in connection to allegations made by a student at Hutchison High School accused him of abuse in 2014.
