Don Young said the rule undermines Alaska\u2019s ability to manage fish and wildlife on refuge lands \u2014 one-fifth of its land mass. He said the rule \u201cdestroys a cooperative relationship between Alaska and the federal government.\u201d<\/p>\n<p>Supporters insist the rule prevents killing of bears and wolves in and around their dens and bars use of large leghold traps.<\/p>\n<p>The measure was approved on a 225-193 vote.
