In a widely publicized video, Sitka police are shown using a taser on 18-year-old Franklin Hoogendorn while he was in police custody in September 2014.<\/p>\n
The review was first reported by KCAW-FM in Sitka and was requested by the Sitka Police Department, the radio station reported.<\/p>\n
