There<\/span> is<\/span> a<\/span> change<\/span> of<\/span> plans<\/span> for<\/span> the<\/span> New<\/span> Juneau<\/span> Arts<\/span> and<\/span> Cultural<\/span> Center, and<\/span> the<\/span> city<\/span> is<\/span> being<\/span> asked<\/span> to<\/span> help<\/span> fund<\/span> it.<\/span><\/p>\n

New<\/span> JACC<\/span> partnership<\/span> board<\/span> members<\/span> Bud<\/span> Carpeneti, <\/span>John<\/span> Clough<\/span> and<\/span> building<\/span> program<\/span> manager<\/span> Bob<\/span> Banghart<\/span> gave<\/span> a<\/span> presentation<\/span> asking<\/span> the<\/span> City<\/span> and<\/span> Borough<\/span> of<\/span> Juneau<\/span> to<\/span> place<\/span> a $12 million<\/span> general<\/span> obligation<\/span> bond<\/span> measure on the<\/span> upcoming city<\/span> municipal<\/span> election<\/span> Oct.<\/span> 2<\/span> ballot to fund<\/span><\/span><\/span> a<\/span> Centennial<\/span> Hall<\/span> renovation<\/span>.<\/span><\/p>\n

“This<\/span> has<\/span> been<\/span> the<\/span> product<\/span> of<\/span> discussions<\/span> within<\/span> our<\/span> group<\/span> and<\/span> also<\/span> talking<\/span> with<\/span> folks<\/span> of<\/span> the<\/span> city<\/span> in<\/span> trying<\/span> to<\/span> put<\/span> together<\/span> a<\/span> package<\/span> that<\/span> is<\/span> best<\/span> for<\/span> Centennial<\/span> Hall,<\/span> New<\/span> JACC<\/span> and<\/span> whole<\/span> City<\/span> and<\/span> Borough<\/span> of<\/span> Juneau,”<\/span> Carpeneti<\/span> said at the<\/span> CBJ<\/span> Finance<\/span> Committee<\/span> meeting<\/span> Wednesday<\/span>.<\/span><\/span> “It<\/span> is<\/span> time.”<\/span><\/p>\n

The<\/span> $12<\/span> million<\/span> amount<\/span> breaks<\/span> down<\/span> to<\/span> $7.5<\/span> million<\/span> to<\/span> the<\/span> New<\/span> JACC<\/span> and<\/span> Centennial<\/span> Hall,<\/span> and<\/span> $4.5 million,<\/span> which<\/span> has<\/span> already<\/span> been<\/span> approved<\/span> to<\/span> the<\/span> venue<\/span> by<\/span> sales<\/span> tax<\/span> revenue,<\/span> would<\/span> go<\/span> toward<\/span> just<\/span> Centennial<\/span> Hall.<\/span> The<\/span> $7.5<\/span> million<\/span> will<\/span> come<\/span> in<\/span> from<\/span> a combination<\/span> of<\/span> property<\/span> taxes<\/span> or<\/span> a<\/span> combination<\/span> of<\/span> property<\/span> taxes<\/span> and<\/span> hotel<\/span> bed<\/span> tax.<\/span> Hotel<\/span> bed<\/span> tax<\/span> is<\/span> the<\/span> amount<\/span> of<\/span> taxes<\/span> visitors<\/span> pay<\/span> to<\/span> stay<\/span> in<\/span> a<\/span> hotel<\/span> room.<\/span><\/p>\n

The<\/span> renovations<\/span> to<\/span> Centennial<\/span> Hall<\/span> are<\/span> part<\/span> of<\/span> new plans<\/span><\/span> for<\/span> the<\/span> New<\/span> JACC.<\/span> The<\/span> three<\/span> renovations<\/span> the<\/span> New<\/span> JACC<\/span> members<\/span> are<\/span> asking<\/span> for<\/span> are <\/span>a heating,<\/span> ventilation<\/span> and<\/span> air<\/span> conditioning<\/span> system, an <\/span>expansion of<\/span> Centennial<\/span> Hall’s<\/span> lobby,<\/span> the<\/span> construction<\/span> of<\/span> a<\/span> portion<\/span> of<\/span> the<\/span> New<\/span> JACC<\/span>, and<\/span> an<\/span> enclosed<\/span> and<\/span> heated<\/span> corridor<\/span> between<\/span> the<\/span> two<\/span> buildings.<\/span><\/p>\n

“The<\/span> current<\/span> JACC<\/span> is<\/span> completely<\/span> overstressed<\/span> and<\/span> it<\/span> is<\/span> falling<\/span> apart,”<\/span> Carpeneti<\/span> said.<\/span> “The<\/span> overall<\/span> complex<\/span> joined<\/span> together<\/span> is<\/span> so<\/span> much<\/span> more<\/span> useful<\/span> for<\/span> Travel<\/span> Juneau<\/span> in<\/span> bringing<\/span> in<\/span> convention<\/span> users.”<\/span><\/p>\n

In<\/span> a<\/span> memo<\/span><\/a> sent<\/span> to<\/span> the<\/span> Committee,<\/span> the<\/span> New<\/span> JACC<\/span> pointed<\/span> out<\/span> that<\/span> Travel<\/span> Juneau<\/span> expressed<\/span> concerns<\/span> over<\/span> the<\/span> size<\/span> of<\/span> Centennial<\/span> Hall<\/span> and<\/span> the<\/span> lack<\/span> of<\/span> connectivity<\/span> to<\/span> the current<\/span> Juneau<\/span> Arts<\/span> and<\/span> Cultural<\/span> Center.<\/span> Jobs,<\/span> the<\/span> board<\/span> members<\/span> added,<\/span> would<\/span> also<\/span> offer<\/span> an<\/span> economic<\/span> impact<\/span> while<\/span> construction<\/span> will<\/span> be<\/span> done.<\/span><\/p>\n

“It<\/span> will<\/span> be<\/span> an<\/span> economic<\/span> engine<\/span> for<\/span> Juneau,”<\/span> Clough<\/span> said.<\/span><\/p>\n

Carpeneti<\/span> said<\/span> the<\/span> project<\/span> now<\/span> has<\/span> an<\/span> estimated<\/span> cost<\/span> of<\/span> $31<\/span> million,<\/span> which<\/span> is<\/span> about<\/span> $5<\/span> million<\/span> more<\/span> than<\/span> its<\/span> original<\/span> plans<\/span><\/a>.<\/span> Groundbreaking,<\/span> Carpeneti<\/span> said,<\/span> is<\/span> expected<\/span> sometime<\/span> in<\/span> 2019<\/span> and<\/span> construction is<\/span> expected<\/span> to<\/span> last<\/span> two<\/span> years.<\/span> Carpeneti<\/span> said<\/span> when<\/span> the<\/span> project<\/span> is<\/span> complete,<\/span> it<\/span> will<\/span> be<\/span> a<\/span> standout<\/span> feature<\/span> in<\/span> Juneau.<\/span><\/p>\n

“We<\/span> think<\/span> the<\/span> New<\/span> JACC<\/span> will<\/span> be<\/span> the<\/span> heart<\/span> of<\/span> the<\/span> capital<\/span> city<\/span> in<\/span> the<\/span> 21st<\/span> century,”<\/span> Carpeneti<\/span> said.<\/span> “We<\/span> think<\/span> the<\/span> time for<\/span> it<\/span> is<\/span> now.”<\/span><\/p>\n

The<\/span> committee<\/span> unanimously<\/span> approved<\/span> to<\/span> direct<\/span> staff<\/span> to<\/span> have<\/span> an<\/span> ordinance<\/span> drafted<\/span> for<\/span> the<\/span> bond<\/span> ordinance.<\/span> Also,<\/span> committee<\/span> member<\/span> Loren<\/span> Jones<\/span> proposed<\/span> that<\/span> an<\/span> ordinance<\/span> be drafted<\/span> to<\/span> have<\/span> a<\/span> 2<\/span> percent<\/span> increase<\/span> in<\/span> the<\/span> city’s<\/span> hotel<\/span> bed<\/span> tax<\/span> from<\/span> 5<\/span> to<\/span> 7<\/span> percent.<\/span> It<\/span> was<\/span> also<\/span> unanimously<\/span> approved.<\/span><\/p>\n

<\/span>The<\/span> Finance<\/span> Committee<\/span> also<\/span> received<\/span> information<\/span> Wednesday<\/span> on<\/span> what<\/span> the<\/span> plan<\/span> for<\/span> the<\/span> new<\/span> day-to-day<\/span> management<\/span> of<\/span> Centennial<\/span> between<\/span> the<\/span> CBJ<\/span> and<\/span> the<\/span> Juneau<\/span> Arts<\/span> and<\/span> Humanities<\/span> Council.<\/span> With<\/span> the<\/span> agreement,<\/span> the<\/span> CBJ<\/span> retains<\/span> responsibility<\/span> for<\/span> building,<\/span> major<\/span> repairs<\/span> and<\/span> most<\/span> preventative<\/span> maintenance.<\/span> The<\/span> JAHC<\/span> will<\/span> be<\/span> responsible<\/span> for<\/span> minor<\/span> repairs,<\/span> booking<\/span> and<\/span> running<\/span> event<\/span>s and<\/span> will<\/span> submit<\/span> an<\/span> operational<\/span> plan,<\/span> a<\/span> facility<\/span> maintenance<\/span> plan,<\/span> an<\/span> operating<\/span> budget,<\/span> and,<\/span> in<\/span> conjunction<\/span> with<\/span> Travel<\/span> Juneau,<\/span> a<\/span> marketing<\/span> plan<\/span> on<\/span> an<\/span> annual<\/span> basis.<\/span><\/p>\n

The<\/span> agreement is <\/span>for<\/span> five<\/span> years<\/span> and<\/span> can<\/span> be<\/span> renewed<\/span> in<\/span> five-year<\/span> increments.<\/span> Either<\/span> party<\/span> can<\/span> terminate<\/span> the<\/span> agreement<\/span> with<\/span> a<\/span> six-month<\/span> notice<\/span> unless<\/span> there<\/span> is<\/span> a cause<\/span> and<\/span> then<\/span> CBJ<\/span> can<\/span> terminate<\/span> immediately.<\/span> A<\/span> mutual<\/span> agreement<\/span> may<\/span> also<\/span> terminate<\/span> the<\/span> agreement<\/span> on<\/span> another time frame<\/span>.<\/span><\/p>\n

Eagle<\/span> Rock<\/span> gives<\/span> city<\/span> update<\/span> on<\/span> Second<\/span> Street\/North<\/span> Franklin<\/span> Street<\/span><\/span><\/strong><\/p>\n

Scott<\/span> Shapiro,<\/span> founder and managing director of Eagle<\/span> Rock<\/span> Ventures,<\/span> Inc.<\/span>,<\/span> presented<\/span> his<\/span> update<\/span> on<\/span> where<\/span> the<\/span> Seattle-based<\/span> real<\/span> estate<\/span> investment<\/span> and<\/span> development<\/span> firm<\/span> stands<\/span> on<\/span> its<\/span> lease<\/span> of<\/span> the Second<\/span> Street\/North<\/span> Franklin<\/span> property<\/span> to<\/span> the<\/span> Finance<\/span> Committee<\/span> on Wednesday.<\/span><\/p>\n

Shapiro<\/span> said<\/span> that<\/span> the<\/span> company<\/span> has<\/span> spent<\/span> more<\/span> than<\/span> $86,000<\/span> of<\/span> its<\/span> own<\/span> money<\/span> trying<\/span> to<\/span> develop<\/span> the<\/span> property.<\/span> He<\/span> said<\/span> the<\/span> goal<\/span> is<\/span> to<\/span> build<\/span> a<\/span> three-story,<\/span> 60-unit,<\/span> micro-housing<\/span> unit.<\/span> U<\/span>sing<\/span> local<\/span> contractors,<\/span> he<\/span> said<\/span> the<\/span> amount<\/span> to<\/span> fund<\/span> the<\/span> project<\/span> would<\/span> be<\/span> approximately<\/span> $10<\/span> million.<\/span> <\/span><\/p>\n

With<\/span> that<\/span> price<\/span> tag,<\/span> rent<\/span> to<\/span> pay<\/span> for<\/span> the<\/span> building<\/span> would<\/span> need<\/span> to<\/span> be<\/span> approximately<\/span> $1,600. S<\/span>hapiro<\/span> said<\/span> the<\/span> hope<\/span> was<\/span> a<\/span> $5<\/span> million<\/span> project<\/span> with<\/span> rent<\/span> at<\/span> a<\/span> more<\/span> reasonable<\/span> amount<\/span> of<\/span> $950.<\/span> With<\/span> that<\/span> gap,<\/span> Shapiro<\/span> said<\/span> there<\/span> are<\/span> some<\/span> options<\/span> in<\/span> paying<\/span> the<\/span> difference.<\/span> He<\/span> suggested<\/span> that<\/span> the<\/span> city<\/span> give<\/span> the<\/span> company<\/span> a<\/span> reduced<\/span> property<\/span> tax.<\/span><\/p>\n

“What<\/span> you<\/span> give<\/span> up<\/span> is<\/span> that<\/span> you<\/span> lose<\/span> property<\/span> taxes,<\/span> but<\/span> you<\/span> gain<\/span> housing,”<\/span> Shapiro<\/span> said.<\/span> “All<\/span> the<\/span> people<\/span> living<\/span> there<\/span> will<\/span> be<\/span> spending<\/span> money<\/span> downtown.”<\/span><\/p>\n

Other<\/span> options<\/span> presented<\/span> involved<\/span> the<\/span> city<\/span> selling<\/span> the<\/span> land<\/span> at<\/span> a<\/span> reduced<\/span> price,<\/span> receiving<\/span> a<\/span> low-income<\/span> loan<\/span> from<\/span> the<\/span> city<\/span> or<\/span> a<\/span> basic<\/span> investment<\/span> by<\/span> the<\/span> community.<\/span><\/p>\n

Committee<\/span> member<\/span> Maria<\/span> Gladziszewski<\/span><\/span><\/span> questioned<\/span> if<\/span> just<\/span> one<\/span> of<\/span> the<\/span> presented<\/span> options<\/span> could<\/span> pay<\/span> for<\/span> the<\/span> $5<\/span> million<\/span> difference.<\/span> Shapiro<\/span> said<\/span> that<\/span> plan<\/span> was<\/span> that<\/span> money<\/span> would<\/span> be<\/span> funded<\/span> through<\/span> a<\/span> combination<\/span> of<\/span> the<\/span> options.<\/span><\/p>\n

Mayor<\/span> Ken<\/span> Koelsch<\/span><\/span><\/span> asked<\/span> if<\/span> Shapiro<\/span> considered<\/span> building<\/span> property<\/span> anywhere<\/span> else,<\/span> besides<\/span> the<\/span> current<\/span> lot.<\/span> Shapiro<\/span> said<\/span> it<\/span> was<\/span> unlikely,<\/span> with<\/span> costs,<\/span> that<\/span> it<\/span> could<\/span> work.<\/span><\/p>\n

“If<\/span> it<\/span> doesn’t<\/span> work<\/span> here,”<\/span> Shapiro<\/span> said,<\/span> “it<\/span> won’t<\/span> work<\/span> anywhere<\/span> in<\/span> Juneau.”<\/span><\/p>\n

The<\/span> Finance<\/span> Committee<\/span> agreed<\/span> to<\/span> bring<\/span> back<\/span> the<\/span> discussion<\/span> on<\/span> which<\/span> direction<\/span> the<\/span> city<\/span> should<\/span> proceed<\/span><\/span> on<\/span> this<\/span> matter<\/span> at<\/span> a<\/span> future<\/span> meeting.<\/span><\/p>\n

Alaskan<\/span> Brewing<\/span> Co.<\/span> may b<\/span>e<\/span> expanding<\/span><\/span><\/strong><\/p>\n

The<\/span> Alaskan<\/span> Brewing<\/span> Company<\/span> is<\/span> close<\/span> to<\/span> expanding<\/span> near<\/span> its<\/span> current<\/span> location.<\/span><\/p>\n

The<\/span> brewery’s<\/span> attempt<\/span> to<\/span> purchase<\/span> four<\/span> lots<\/span> moved<\/span> one<\/span> step<\/span> closer<\/span> to<\/span> be<\/span> finalized<\/span> during<\/span> a<\/span> brief<\/span> CBJ<\/span><\/span><\/span> special<\/span> Assembly<\/span> meeting<\/span> Wednesday.<\/span> The<\/span> Assembly<\/span> unanimously<\/span> approved<\/span> an<\/span> ordinance<\/span> to<\/span> move<\/span> the<\/span> proposed<\/span> sale of<\/span><\/span><\/span> four<\/span> city<\/span> lots<\/span> located<\/span> just<\/span> west<\/span> of<\/span> the<\/span> brewery’s<\/span> Lemon<\/span> Creek<\/span> location<\/span> to<\/span> the<\/span> next<\/span> regularly<\/span> scheduled<\/span> Assembly<\/span> meeting<\/span> at<\/span> 7<\/span> p.m.<\/span> June<\/span> 25.<\/span> The<\/span> city<\/span> is<\/span> selling<\/span> the<\/span> four<\/span> lots<\/span> for<\/span> a<\/span> fair<\/span> sale<\/span> price<\/span> of<\/span> $2.87<\/span> million.<\/span><\/p>\n

This<\/span> proposed<\/span> sale<\/span> comes<\/span> from<\/span> the<\/span> closure<\/span> of<\/span> the<\/span> Lemon<\/span> Creek<\/span> recycling<\/span> facility<\/span> in<\/span> February<\/span> and<\/span> interest<\/span> over<\/span> that<\/span> last<\/span> year<\/span> from<\/span> Alaskan<\/span> Brewing<\/span> Company<\/span> in<\/span> purchasing<\/span> CBJ<\/span><\/span><\/span> lots<\/span> just<\/span> west<\/span> of<\/span> its<\/span> Shaune<\/span><\/span><\/span> Drive<\/span> location.<\/span> The<\/span> four<\/span> lots<\/span> proposed<\/span> in<\/span> the<\/span> sale<\/span> contain<\/span> the<\/span> water<\/span> utility<\/span> and<\/span> household<\/span> hazardous<\/span> waste<\/span> facilities.<\/span> The<\/span> water<\/span> utility<\/span> will<\/span> move<\/span> to<\/span> the<\/span> old<\/span> Valley<\/span> Street<\/span> maintenance<\/span> shop<\/span> and<\/span> HHW<\/span><\/span><\/span> will<\/span> need<\/span> to<\/span> be<\/span> relocated.<\/span> The<\/span> CBJ<\/span><\/span><\/span> Committee<\/span> of<\/span> the<\/span> Whole<\/span> recommended<\/span> entering<\/span> a<\/span> lease<\/span> agreement<\/span> with<\/span> Waste<\/span> Management<\/span> to<\/span> use<\/span> its<\/span> Capitol<\/span> Disposal<\/span> Landfill<\/span> at<\/span> 5600<\/span> Tonsgard<\/span><\/span><\/span> Court<\/span> to<\/span> the<\/span> Assembly<\/span> for<\/span> all-inclusive<\/span> waste<\/span> management<\/span> site<\/span> during<\/span> its<\/span> May<\/span> 21<\/span> meeting<\/span><\/a>.<\/span><\/p>\n
