{"id":4000,"date":"2016-08-19T00:23:07","date_gmt":"2016-08-19T07:23:07","guid":{"rendered":"http:\/\/spijue.wpengine.com\/news\/valley-candidate-fined-for-error\/"},"modified":"2016-08-19T00:23:07","modified_gmt":"2016-08-19T07:23:07","slug":"valley-candidate-fined-for-error","status":"publish","type":"post","link":"https:\/\/www.juneauempire.com\/news\/valley-candidate-fined-for-error\/","title":{"rendered":"Valley candidate fined for error"},"content":{"rendered":"<p>One of the <a href=\"http:\/\/juneauempire.com\/state\/2016-06-02\/democrat-challenge-mu%C3%B1oz-fall-kito-unchallenged\" target=\"_blank\">two contenders for Juneau\u2019s House District 34<\/a> is being fined by the Alaska Public Offices Commission.<\/p>\n<p>On Thursday, Paul Dauphinais, executive director of the commission, said by email that Justin Parish was two days late with a required campaign finance report.<\/p>\n<p>The penalty for late filing is $500 per day.<\/p>\n<p>\u201cWe have no discretion over that,\u201d Dauphinais said.<\/p>\n<p>Parish can appeal that fine or pay it. If he appeals, he can offer \u201cmitigating factors\u201d to commission staff, Dauphinais explained. Staff would then renew the matter and make a recommendation to the commission itself, which would set a date for a hearing.<\/p>\n<p>\u201cI don\u2019t know what he may or may not pay either, and won\u2019t know for some time,\u201d Dauphinais said. \u201cIf he appeals it, it could be less.\u201d<\/p>\n<p>The filing mistake occurred with APOC\u2019s \u201c7-Day Report\u201d, which requires candidates to disclose campaign contributions and expenses seven days before an election.
